1. " W h e r e a s we r e a l i z e t h e h o r r i b l e r e s u l t s caused b y t h e use of n a r c o t i c drugs,
" T h e r e f o r e be i t r e s o l v e d t h a t a l l persons c o n v i c t e d as i l l i c i t d r u g v e n d o r s be
g i v e n a p e n a l sentence of l o n g t e rm w i t h o u t the o p i t o n of a fine; and
" F u r t h e r t h a t a r e w a r d be g i v e n for the report a n d c o n v i c t i o n of s a i d v e n d o r s ."

" W h e r e a s it f r e q u e n t l y occurs t h a t the resolutions to be b r o u g h t before the
a n n u a l C o n v e n t i o n , are not k n o w n to the delegates t i l l t h e y are called u p o n the
v o t e o n t h e m ; and
" W h e r e a s u p o n t h i s s h o r t n o t i c e t h e delegates h a v e n o t t i m e t o g i v e t h e m due
c o n s i d e r a t i o n themselves nor h a v e t h e y t h e o p i n i o n of t h e i r B r a n c h I n s t i t u t e s ; and
" W h e r e a s by the means suggested below, the I n s t i t u t e s m a y advise t h e ir
delegates o n t h e r e s o l u t i o n s;
" T h e r e f o r e be it r e s o l v e d t h a t the resolutions be d r a f t e d a n d a c o p y sent to

P a t r i , are v e r y h e l p f u l i n c h i l d guidance and
" W h e r e a s we believe t h a t such articles s h o u l d receive wider p u b l i c i t y and
careful s t u d y;
" N o w therefore be i t r e s o l v e d t h a t this C o n v e n t i o n do i n s t r u c t the Secretary
t o endeavor to make arrangements w i t h the P r o v i n c i a l D a i l y papers w h e r e b y such
a r t i c l e s a n d those of other a u t h o r i t i e s w i l l receive as w i d e p u b l i c i t y as p o s s i b l e ."

to be t h e final test for t h e c h a m p i o n s h i p of t h e P r o v i n c e after e l i m i n a t i o n contests
have r e d u c e d t h e candidates to one f r om e a c h c o n s t i t u e n c y;
" L o c a l I n s t i t u t e s t o p u t o n contests c o v e r i n g t h e i r d i s t r i c t , p r o v i d e p r i z e s for
w i n n e r s a n d bear cost of s e n d i n g winner to c o n s t i t u e n c y contest;

" W h e r e o r a t i o n contests are h e l d u n d e r the auspices of some o t h e r o r g a n i z a t i on
t h a n the W o m e n ' s I n s t i t u t e t h e w i n n e r m a y be accepted b y t h e W o m e n ' s I n s t i t u te
a n d endorsed as t h e i r candidate.

A s t h i s r e s o l u t i o n seemed to i n v o l v e a great d e a l i t was t a b l e d for one year.
5. " W h e r e a s the e x a m i n a t i o n for G r a d e V I I I is p u b l i c s c h o o l l e a v i n g a n d e v e ry
c h i l d is u r g e d t o complete the p u b l i c s c h o o l course,
" A n d whereas we believe t h a t the p u b l i c school t a x s h o u l d cover t h e cost of
such e x a m i n a t i o n and
" W h e r e a s m a n y c h i l d r e n w h o are d o u b t f u l of t h e r e s u l t h a v e d e c i d e d against
p a y i n g e x a m i n a t i o n fees;
" T h e r e f o r e be it r e s o l v e d that the W o m e n ' s I n s t i t u t e ask the D e p a r t m e nt
of E d u c a t i o n t o e l i m i n a t e the fee for G r a d e V I I I e x a m i n a t i o n . " D e l b u r n e W o m e n ' s

I t was g e n e r a l l y felt that the fee of one d o l l a r for t h i s e x a m i n a t i o n was not
unreasonable. Lost.
6. " C o n s i d e r i n g h o w difficult it is, for financial reasons, for some c h i l d r e n to
receive a h i g h school e d u c a t i o n and
" W h e r e a s it s h o u l d be the p r i v i l e g e of e v e r y c h i l d to receive s u c h e d u c a t i o n;
" T h e r e f o r e be i t r e s o l v e d that the A l b e r t a W o m e n ' s I n s t i t u t e s request t h e D e ­p
a r t m e n t of E d u c a t i o n t o reduce the e x a m i n a t i o n fees t o w h a t t h e y were l a s t y e a r ."
