SOVIET-FINNIS- H co- -
operation has a significance
far beyond their bilateral rela-tio- ns said the Soviet Prime
Minister Nikolai Tikhonov

meeting marking the star-tin- g
up of the first stage of the
Kostomuksha ore-dressi- ng
works in Karelia
This big industrial enterprise
is being built jointly by the
USSR and Finland and Presi-de- nt Mauno Koivisto and
other Finnish state and
political leaders attended the
opening
The high level of Soviet-Finnis-h
co-operat- ion was to-da- y taken for granted but
Tikhonov recalled when their
first trade agreement was sign-e- d
35 years ago that trade
amounted to a mere 100
million roubles
It had now grovvn to 50
times that level — a "dynamic
progress of our friendly rela-tion- s"
The Premier stressed that
the construction of Kostomuk-sha
was a practical implemen-tatio- n
of the ideas of co-operati- on
and detente recorded in
the Helsinki Final Act
Kostomuksha was a "most
convincing example of the
fruitfulness of goodneighbour-l- y
relations and trust existing
between our two countries"
said President Koivisto
Everyone could see the
positive result of the Finnish-Sovi- et
treaty which had
created a positive unprejudic-e- d
atmosphere in which trade
and economic co-operat- ion had sprouted and grovvn
The importance of the pro-je-ct
was not confined to trade
but stimulated economic ac-tivi- ty and provided jobs for
thousandsofFinns
Construction of the second
and third stages of the project

continue for a long time

Tikhonov recalled that the
emergence of the idea of a
nuclear-fre- e zone on northern
Europe was closely associated
with Finland
"Our position is well
known" he said "we stand
for formalising the idea in a
specific agreement"
The Soviet Premier noted
that his visit coincided with
two major linked anniver-sarie- s
the 60th anniversary of
the formation of the USSR
and the 65 th anniversary of
Finland's independence
He recalled that it was the
Soviet decree immediately
after the October revolution
on the recognition of Finland' s
independence that had made
the emergence of an indepen-den- t
Finnish state possible
"The road we have travelled
since then" he said "has not
been simple and smooth
"So what we have achieved
so far is a most valuable com-mon
asset which our countries
and peoples are resolved to
protect and replenish"
WeIcoming the Soviet
Premier President Koivisto
said relations with the Soviet
Union were now developing in
an "exemplary way" and
both sides were making
unceasing efforts to develop

partner of the Soviet Union
and the Soviet Union was
Finland's major trade partner

Premier and the Finnish Presi-dent
both sides reaffirmed
their conviction that the
Paasikivi-Kekkone- n line in
Finnish foreign policy based
on their treaty was a
guarantee of the steady
development of their friend-shi- p
and co-operat- ion

the need to consolidate the
process of detente to end the
build-u- p of increasingly
destructive weapons par-ticular- ly
nuclear weapons and
achieve general and complete
disarmament under strict in-ternational
control
The Soviet unilateral pledge
